Brazil's National Agency of Petroleum, Natural Gas and Biofuels (ANP) and state-owned energy giant Petrobras signed a conciliation agreement on July 7, 2026, to upgrade 335 offshore wells to comply with the Technical Regulation of the Well Integrity Management System (RT-SGIP). The agreement resolves a long-standing dispute between the regulator and Petrobras regarding well integrity standards, with the state-owned company committing to full compliance by 2030. The program targets offshore wells across Brazil's pre-salt and post-salt basins, including the Campos and Santos basins, where Petrobras operates the majority of its 1,800 offshore wells. Regulatory filings indicate the upgrades will involve enhanced monitoring systems, corrosion prevention measures, and structural reinforcements to prevent leaks and blowouts. The ANP will oversee implementation through quarterly audits, with Petrobras allocating an estimated R$ 5 billion ($1 billion) from its 2026-2030 investment plan for the upgrades.
