China Railway 15th Bureau Southwest Company and Shandong Environmental Energy Design Institute jointly secured a 600 MW photovoltaic (PV) sand control project in Yecheng County, Xinjiang, through a competitive bidding process announced on June 5, 2026. The project, awarded to the consortium for RMB 1.828 billion (~$274.2 million), includes an actual installed capacity of 720 MW and incorporates a 1.2 capacity ratio with 60 MW/120 MWh of battery energy storage system (BESS) capacity. The scope of work covers survey, design, construction of a 220 kV substation, collection lines, external transmission infrastructure, PV-area construction, land compensation, land reclamation, and completion acceptance. Xinjiang Xinlong Kaisheng New Energy Co., Ltd. will serve as the project owner under an EPC general contracting model, ensuring end-to-end delivery of the infrastructure. The project is strategically located in a sand-prone region, leveraging PV systems to stabilize sand dunes while generating renewable energy, aligning with China's dual objectives of desertification control and clean energy expansion.
