Genex Power signs Early Contractor Involvement agreement with PCL Construction for Bulli Creek Clean Energy Park hybrid solar and battery project

Genex Power, a subsidiary of Japanese utility J-Power, executed an Early Contractor Involvement (ECI) agreement with Canada-based PCL Construction for the first phase of the Bulli Creek Clean Energy Park in Queensland’s Western Downs region. The initial stage now includes a 300 MW solar farm paired with a 425 MW / 1,700 MWh battery energy storage system (BESS), replacing a previously planned 775 MW standalone solar project due to shifting market conditions in Queensland. PCL Construction, previously selected as the preferred EPC contractor for the original design, was retained for its deep site familiarity and delivery strategy alignment with the reconfigured hybrid project. Genex targets a final investment decision in early 2028, with construction expected to commence immediately thereafter. The multi-stage Bulli Creek development has an approved capacity of up to 2.5 GW of combined solar and BESS capacity.
