Howard County government, Howard County Public School System and Howard Community College signed an MOU that includes a solar power purchase agreement whereby a solar provider will install and maintain photovoltaic projects on their properties and sell the electricity to the institutions at an agreed per-kWh rate with no upfront cost to taxpayers.
