Howard County, Maryland, Howard County Public School System, and Howard Community College signed an MOU to collaborate on clean energy, transportation, waste, stormwater and other sustainability initiatives and selected a solar provider to develop a solar power purchase agreement installing and maintaining photovoltaic systems on their properties at no upfront cost to taxpayers.
