Japan to facilitate £9 billion investment in 5.9 GW of floating offshore wind projects in the UK

Japan and the United Kingdom signed an Offshore Wind Compact committing Japan to facilitate up to £9 billion ($12.08 billion) in investment for 5.9 GW of floating offshore wind capacity across three UK projects. The largest project, Ossian (3.6 GW), is planned 84 km off Scotland’s east coast and is owned by Copenhagen Infrastructure Partners, SSE, and Marubeni Corp., with an estimated annual carbon emissions reduction of 7.5 million metric tons. Green Volt (560 MW) targets 2029 commissioning and is owned by Flotation Energy (a subsidiary of Tokyo Electric Power Co.) and Vårgrønn AS, having secured a UK government contract for difference in September 2024. Erebus (100 MW), a Celtic Sea demonstration facility, is owned by Blue Gem Wind (a joint venture between Simply Blue Energy and TotalEnergies), with Kansai Electric Power acquiring a stake in Simply Blue Energy to establish Japanese involvement. The UK government framed the deal as a long-term energy security measure to reduce reliance on volatile fossil fuel markets and lower consumer bills over time.
