Johnson Controls was contracted by the County of Maui to deliver a portfolio of tank-mounted solar photovoltaic (PV) systems across multiple water utility sites, totaling approximately 105 to 141 kilowatts direct current (kW-DC) per installation. The project leveraged circular concrete storage reservoirs owned by the utility, installing low-tilt, non-penetrating PV arrays on reservoir roofs to offset electrical loads at wells, booster stations, and treatment facilities. Pure Power Engineering served as the engineering, procurement, and construction (EPC) contractor, providing structural assessments and system design tailored to the unique constraints of water tank roofs. Each installation avoided roof penetrations by using ballasted mounting systems, addressing seismic and wind load challenges while preserving access for maintenance and sanitary inspections. The County of Maui, facing high electricity costs for water pumping—accounting for 25–30% of operation and maintenance expenses—gained distributed generation directly at its critical infrastructure, reducing operational costs and enhancing energy resilience.
