Liberia's government and World Bank sign investment agreements for $125 million to expand Mount Coffee Solar Park and deploy battery storage

The Government of Liberia finalized investment agreements with the World Bank totaling $125 million to expand the Mount Coffee Solar Park from 20 MW to 30 MW and deploy a 12 MWh battery energy storage system (BESS). The financing includes an additional $57 million allocated to the Regional Emergency Solar Power Intervention Project (RESPITE), a World Bank-funded initiative aimed at increasing grid-connected renewables capacity in West and Central Africa. The BESS deployment is scheduled for October 2027, while the solar park expansion will enhance Liberia's first utility-scale solar facility, located within the Montserrado district at the site of the 88 MW Mount Coffee Hydropower Station. The project marks Liberia's first grid-connected utility-scale solar plant and addresses long-standing electricity access challenges that have constrained economic growth and investment. The agreements were signed during an inauguration ceremony attended by President Joseph Boakai, who highlighted the project's role in strengthening transmission and distribution systems across Liberia.
