Mexico's government analyzes financing scheme for renewable energy projects

The Mexican government, through the Secretaría de Hacienda and Banobras, is analyzing a financing scheme of up to $4.6 billion to support nearly three dozen renewable energy and storage projects awarded to 18 private companies in association with the Comisión Federal de Electricidad (CFE). The majority of the initiatives correspond to solar plants. The evaluated scheme contemplates the creation of a single financial vehicle capable of channeling resources towards several projects. The structure could integrate public capital, bank loans, Mexican pension funds, and investments from other institutional investors. The director general of Banobras, Jorge Mendoza, explained that the authorities are maintaining conversations with banks and investors to gather the resources. The forecast is to secure the majority of the financing during the next 12 months and have a material proportion before December 2026. The use of a common vehicle would allow reducing financial costs and accelerating the evaluation and due diligence processes. For this, the financing entities could rely on the technical and financial analysis previously carried out by the Government during the selection of the projects. Banobras is also analyzing offering more favorable financing conditions to companies that use machinery, components, and other inputs manufactured in Mexico. The measure seeks to increase the national content of the projects and favor the development of local supply chains. The mechanism would support the program of associations between private companies and the CFE, after the interest registered in the first call promoted by the Government. The Mexican authorities plan to organize new tenders to incorporate renewable energy generation projects and energy storage systems.
