Nscale to invest €695M in Microsoft’s SINES Data Campus expansion in Portugal with 66,000+ NVIDIA Rubin GPUs

Nscale committed €695 million to expand Microsoft’s SINES Data Campus in Portugal, including €230 million in shared infrastructure and €465 million for a second 200MW building, marking one of Europe’s largest AI infrastructure projects. The expansion will deploy over 66,000 NVIDIA Rubin GPUs starting in late 2027, building on an existing deployment of 12,600 NVIDIA Blackwell Ultra GPUs at the campus’s first building. Start Campus, which is fully permitted for 1.2GW, will host the project, leveraging 100% renewable energy and advanced liquid cooling powered by ocean water to achieve a PUE of 1.1 and WUE of 0. Microsoft’s European customers will gain access to frontier AI capabilities through NVIDIA Vera Rubin NVL72 systems. The investment reinforces Portugal’s role as a strategic gateway for Europe’s AI economy, with the campus designed to support sovereign AI development and long-term competitiveness.
