Tribunal Superior Eleitoral signs 25-year shared-generation agreement with Companhia Energética de Brasília Participações

The Tribunal Superior Eleitoral (TSE) signed a 25-year shared-generation power purchase/compensation agreement with Companhia Energética de Brasília Participações (CEBPar) valued at R$ 93.5 million, formalized in September 2026 and effective from 25 September 2026 to 25 September 2051. The electricity will be produced mainly by the 4.024 MWp Catetinho photovoltaic plant in Brasília, developed by CEBPar in partnership with Agência de Desenvolvimento do Distrito Federal (Terracap), featuring 5,628 PV modules and estimated annual generation of 7.7 million kWh. The TSE reported an investment of R$ 15.8 million related to the project and will combine the new plant with an existing ~1 MW rooftop installation at its headquarters to fully compensate 100% of the institution's annual electricity consumption. The agreement uses Brazil's shared-generation model whereby production is injected into the grid and converted into energy credits to offset consumption of participating units within Consórcio nº 28/2026. The consortium structure lists CEBPar as leader and TSE as a consortium member, and the project is part of CEBPar and Terracap's strategy to use public land for solar generation and expand distributed generation to serve large public consumers.
