Type: Supply Agreement · Technology: Data Center · Country: United States · Value: $2.6B · Announced: 2026-06-12

The U.S. Department of Homeland Security (DHS) awarded Amazon Web Services (AWS) a $2.6 billion cloud contract under the department-wide Cumulus initiative, marking AWS as the first vendor selected. The five-year deal covers Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS), professional services, marketplace solutions, and training services. The Cumulus project aims to enhance efficiency, oversight, and collaborative leveraging of cloud solutions across DHS, with AWS expected to provide material discounts off commercial pricing. Additional contracts with Google Cloud, Microsoft Azure, and Oracle Cloud Infrastructure are planned for Q3 and Q4 FY2026, with DHS anticipating $142 million in savings in the first year. Hyperscalers have historically offered substantial discounts to government agencies for large-scale cloud procurement deals.
