The United States and Russia agreed to a long-term program (the HEU Purchase Agreement, aka Megatons to Megawatts) to down-blend weapons-grade highly enriched uranium (HEU) from dismantled Soviet warheads into low-enriched uranium for use as nuclear reactor fuel, supplying roughly 10% of U.S. electricity over 18 years.
