USDOT, Amtrak, and Penn Transformation Partners (PTP) award redevelopment contract for New York Penn Station

The United States Department of Transportation (USDOT) provided Amtrak with $43 million in federal grant funding to accelerate the redevelopment of New York’s Penn Station, with an additional $200 million invested for design and planning. Penn Transformation Partners (PTP), a joint venture led by Halmar and Skanska, was selected as the master developer for the project, which includes architectural services by New York-based firm PAU. The redevelopment aims to transform the station into a modern civic landmark with improved safety, expanded concourses, and enhanced passenger experience, including a grand entrance on Eighth Avenue and updated retail spaces. Expected to begin construction in 2027 and complete by 2034, the project will increase track capacity and introduce limited through-running on the regional rail network. The initiative follows USDOT’s takeover of the project in April 2025, replacing the Metropolitan Transportation Authority (MTA) as the lead agency to streamline execution and reduce costs.
