Overview

A working guide for taking a Danish data center site from raw land to an energized, leased facility — what to do, in what order, and what it costs when the order is wrong.

The organising idea is stated plainly in the guide: data center development used to be a real estate business with an electrical problem attached, and is now an electricity business with a real estate problem attached. Every sequencing recommendation follows from that inversion, which is why site selection here reads "bid zone first, everything else second".

Denmark rewards that sequencing more than most markets. The DK1–DK2 price spread is small enough to be a rounding error in an underwriting model, while consent speed between kommuner varies by more than an order of magnitude — so the municipality you choose moves your schedule far more than the bid zone you choose. Electricity taxation gets its own part, because the number you underwrite is a refund position rather than a headline rate. And waste heat is treated as a genuine second revenue line, which is a Danish feature rather than a general one.

The edition is explicit about its own shelf life. Six draft connection bekendtgørelser were published on 25 August 2026 with consultation open to 22 September and commencement drafted for 12 October, and the guide says so at the point of use rather than presenting a moving rule as settled. Where a figure in common circulation could not be traced to a published authority it is labelled convention or omitted, and Appendix C lists which categories are affected.

Verified against the competent primary authorities through 25 August 2026, with the corrections listed in Appendix C re-verified on 28 August 2026; individual source retrieval dates are given at the point of use and are the better guide to how old any single underlying page is. Material factual figures carry an "as of" date; practitioner assumptions and constructed estimates are identified as such rather than presented as measured fact. Where a figure in common circulation could not be traced to a published authority it is labelled market convention or omitted, and Appendix C lists the categories affected. Danish grid connection, electricity taxation and permitting rules are moving faster than any other area of Danish infrastructure regulation — several items were in active rulemaking as this edition closed, and the guide names them.
