Overview

A working guide for taking a Finnish data center site from raw land to an energized, leased facility — what to do, in what order, and what it costs when the order is wrong.

The organising idea is stated plainly in the guide: data center development used to be a real estate business with an electrical problem attached, and is now an electricity business with a real estate problem attached. Every sequencing recommendation follows from that inversion.

Finland is a single bid zone, so the questions that decide a project here are not about choosing a zone. They are about connection, consent, tax and structure. The guide works through Fingrid's voltage thresholds and the conditional liittymissopimus; the statutory 24-month connection maximum in force since 1 July 2025, and precisely what it does and does not bind; the Energiavirasto route; asemakaava and the merged rakentamislupa, with the delay penalty worth 20 per cent of the fee.

Two items deserve their own mention because they change underwriting. The reduced electricity tax class that data centres held from 2014 has now been lost — a change in the number you underwrite, not a rounding. And varainsiirtovero, the transfer tax charged on shares, is what makes Finland the outlier in every structuring memo; get it wrong at the modelling stage and the exit is worse than the entry.

472 numbered references. Individual source retrieval dates are given at the point of use and are the better guide to how old any single underlying page is. Material factual figures carry an "as of" date; practitioner assumptions and constructed estimates are identified as such rather than presented as measured fact. Finnish connection, taxation and permitting rules have moved materially — the statutory 24-month connection maximum took effect on 1 July 2025 and the data centre electricity tax class held since 2014 has been withdrawn — so anything intended to carry a decision should be re-verified against its own instrument.
