Overview
A working guide for taking an Indonesian data center site from raw land to an energized, leased facility — what to do, in what order, and what it costs when the order is wrong.
The organising idea behind the series is simple: data center development used to be a real estate business with an electrical problem attached, and is now an electricity business with a real estate problem attached. Every sequencing recommendation follows from that inversion.
Indonesia bends it in a particular direction. Power is not bought from a market here; it is planned. PLN's ten-year supply business plan for 2025 to 2034 was ratified by Keputusan Menteri ESDM 188.K/TL.03/MEM.L/2025 on 26 May 2025, and that decree formally revoked the 2021 to 2030 plan it replaced — so any assessment resting on the older plan is describing a programme that no longer exists. Above it sits the national electricity plan, ratified on 5 March 2025, and the sector transition road map issued as Peraturan Menteri ESDM 10/2025 in April. What those documents say about a region is the first thing that decides whether a site can be served, and when.
Who may generate or sell at all is a separate question, governed by Peraturan Menteri ESDM 11/2021 on the conduct of electricity business, signed on 11 June 2021, sitting on the supply-business framework in Peraturan Pemerintah 14/2012 as amended by Peraturan Pemerintah 23/2014. A team that treats the utility as an ordinary counterparty rather than as the planner will get the sequence wrong in the first week.
Land behaves differently again, and in two ways that matter. Rights over the site have to be established before anything above them can be financed, by the route set out in Peraturan Menteri ATR/BPN 18/2021 of 29 April 2021 — the only instrument in this edition whose record states plainly that it remains in force. And where a transmission line crosses or adjoins a site, Peraturan Menteri ESDM 13/2025 of 25 April 2025 sets the clearance corridor it imposes on the land beneath it, and the compensation owed for it.
Then the layer most publications leave out. A data centre in Indonesia sits inside the electronic-systems and telecommunications regime, not outside it: registration and personal-data duties attach to whoever operates the systems in the building rather than to whoever owns the shell. That regime has been rebuilt more than once in the last decade, which is why this edition dates every instrument it relies on, and says so plainly wherever a rule has moved or its current standing could not be established.

Research and sources
Every instrument named in this edition is cited to its own number, the date it was signed, and the government database it was read at. Where that record does not establish whether the instrument is still in force, this edition says so rather than assuming it — Indonesian rules on electricity business, licensing and electronic systems have been rebuilt more than once in the last decade, and an instrument that was authoritative when signed may since have been replaced. Where a record shows an instrument was revoked, it is not relied on at all. Material figures carry an "as of" date, practitioner assumptions are identified as such rather than presented as measured fact, and anything intended to carry a decision should be re-read against its own instrument on the day it is relied on.
Licensing
Single-user licence. For use by the named licensee only. Redistribution, resale, posting to shared drives or internal circulation beyond the named licensee is a breach of licence. Team licences covering up to five named users are available.
