Overview

A working guide for taking a Norwegian data center site from raw land to an energized, leased facility — what to do, in what order, and what it costs when the order is wrong.

The organising idea is stated plainly in the guide: data center development used to be a real estate business with an electrical problem attached, and is now an electricity business with a real estate problem attached. Every sequencing recommendation follows from that inversion, which is why site selection reads "bid zone first, everything else second".

Norway has five zones, NO1 to NO5, and the guide sets out what each is made of rather than treating the country as one market. Getting power is then a question of Statnett's reservation regime and the NVE and RME connection route, with anleggsbidrag — the connection contribution — as the number that decides whether a site is viable at all. Consent runs through reguleringsplan and konsesjon.

One change deserves its own mention because it still catches people: the reduced electricity rate that data centres held was lost on 1 January 2023. The guide covers the traps that follow from assuming otherwise, alongside eiendomsskatt and where it lands in the model.

The closing parts cover the contract and compliance layer most publications skip — NS 8405 and NS 8407, and sikkerhetsloven chapter 10, which applies here rather than the EU regulation because Norway sits outside it. Waste heat is treated as a duty, not an option. This edition also carries a Norway screening layer as its own appendix.

Research and sources

567 numbered references. Individual source retrieval dates are given at the point of use and are the better guide to how old any single underlying page is. Material factual figures carry an "as of" date; practitioner assumptions and constructed estimates are identified as such rather than presented as measured fact. Norwegian electricity taxation moved materially when the reduced data centre rate was withdrawn on 1 January 2023, and connection practice continues to develop — anything intended to carry a decision should be re-verified against its own instrument.

Single-user licence. For use by the named licensee only. Redistribution, resale, posting to shared drives or internal circulation beyond the named licensee is a breach of licence. Team licences covering up to five named users are available.
