Overview

This is a working document, not a market report. It assumes you are underwriting, developing, financing, operating, buying or selling a Japanese data-centre project and need to decide what to do, in what order, with what evidence.

The single organising idea: the asset is the dated evidence chain that connects land, utility deliverability, permission, design, customer acceptance, operations and exit. A site name, a policy designation or a campus announcement is not that chain.

Every part opens with the decision it turns on and closes with a best-practice box. Not every element appears in every part — where a part carries no dated third-party evidence, that absence is itself the finding.

Research and sources

This second edition carries a register of 159 dated records with full URLs, tiered by authority, and a figure and claim register recording source, perimeter and limitation for selected material quantitative claims. Figures carry a date, unit, perimeter and source ID at the point of use. Where a figure is not publicly available the guide says so rather than estimating: Japanese data-centre debt margins, tenors and covenants, commercial earthquake sub-limits and deductibles, and Japanese equipment lead times are not publicly disclosed, and any number presented to you as a market standard in those areas should be traced to a quotation or a term sheet. Evidence cut-off 22 August 2026. Current Japanese law, subordinate rules and authority practice control over English translations and summaries; the fastest-moving variables are utility connection headroom and timing, tariffs and levies, energy-efficiency rules, GX Strategic Region status, municipal procedures, customer announcements, construction and equipment lead times, the cost of debt and foreign-investment classification.
