Overview
Only one of the four Nordic countries measures data-centre consumption. Norway publishes metered data through Elhub. Sweden’s figure descends from a single commercial model, Finland’s is an association estimate its own authors describe as imprecise, and Denmark publishes no data-centre line at all. Any table ranking the four on consumption is comparing one measurement with three estimates, and this report says so on the page rather than in a footnote.
Chapter 4 and Annex B present an annual and monthly Norwegian data-centre consumption series by bidding zone, computed by this report from Elhub’s open daily settlement dataset. No equivalent series has previously been published. The method, its validation against Elhub’s own published figures, and the limits of the result are all set out.
The grid chapters cover twelve bidding zones over eight years in one price matrix, the three zone-reform processes now pulling in different directions, connection queues and statutory deadlines, the four instruments by which access is now rationed, generation adequacy as each transmission operator actually assesses it, the balancing and reserve markets, and the four capital investment plans.
The closing part covers electricity taxation in a region that withdrew its subsidy, power purchase agreements and basis risk, waste heat as a paid market in Stockholm and a gift economy elsewhere, every official demand projection by country and vintage, a forensic comparison and back-test of those projections, and the reporting obligations arriving under the EU data-centre database and the Nkom register.
Every quantitative figure carries a source and a provenance class recording how it entered the record. Measured data and modelled estimates are never presented in the same column. Where authorities conflict, both figures are given and the cause of the difference is explained; nothing is resolved by averaging and nothing is resolved silently.

Research and sources
Every quantitative figure carries a source and a provenance class — measured, published, reported, estimated, derived and forecast are distinguished throughout and never tabulated in the same column. Arithmetic performed by the authors is marked at the point of use with its inputs, its operation and its result, so any derivation can be reproduced or rejected. Figures are given in their original currency and unit; every conversion to EUR uses the European Central Bank annual average reference rate for the year of the underlying figure, published in Annex C. Figures that could not be traced to a published authority are labelled or omitted, and the omission is stated. 258 unique sources.
