ANLA initiates environmental assessment for Parque Solar DSE Neiva 19.9 MW solar project under Colombia's LASolar mechanism
Colombia's Autoridad Nacional de Licencias Ambientales (ANLA) formally launched the environmental assessment process for the Parque Solar DSE Neiva, a 19.9 MW solar photovoltaic project located in Neiva, Huila department. The project marks the first solar initiative submitted under Colombia's new Licencia Ambiental Solar con Diseño Optimizado (LASolar) mechanism, which was established by Decree 1033 in September 2025 to streamline licensing for solar plants between 10 MW and 100 MW. Under LASolar, ANLA reduced environmental review timelines from 90 to 25 business days, contingent on projects meeting strict technical and environmental criteria such as avoiding natural forests, limiting forest intervention to 10% of the area or 20 hectares, and maintaining a 500-meter buffer from other solar parks. DSE successfully passed the preliminary verification phase and received tailored terms of reference for its environmental impact study, enabling the formal submission of its license application on April 9, 2026. The project includes a 34.5 kV connection line and will undergo rigorous evaluation of environmental and social impacts, with public participation and transparency maintained throughout the process. This initiative represents Colombia's first use of the LASolar pathway, signaling a policy-driven acceleration of solar development in the country.
