Commonwealth Edison and Tract sign Transmission Security Agreement for 1GW Morris, Illinois data center
The Federal Energy Regulatory Commission (FERC) approved a Transmission Security Agreement (TSA) between Illinois utility Commonwealth Edison and data center operator Tract to supply up to 1GW of power for a planned Tract data center in Morris, Illinois. The agreement establishes a framework requiring large-load data centers to cover transmission upgrade costs, including committed revenue contributions, minimum usage commitments, and shortfall payments for underperformance. The Morris Technology Park development in Morris, Illinois, spans 343 acres with capacity for up to 1GW across approximately 2.9 million sq ft of data center space, targeting initial energization by June 2028 and full 1GW load ramp by 2032. Commonwealth Edison president and CEO Gil Quiniones emphasized the partnership's role in supporting economic growth while protecting existing customers from cost-shifting. Tract, founded by former Cologix CEO Grant van Rooyen, specializes in developing master-planned data center parks and now controls over 25GW of planned capacity across more than 25,000 acres in multiple states.
