HPPCL invites bids for 6 MW solar project with 2.1 MW/4.2 MWh BESS in Una, Himachal Pradesh

The project involves the design, supply, construction, testing, and commissioning of the plant on a turnkey basis. The facility will include a 2.1 MW / 4.2 MWh Battery Energy Storage System (BESS). The selected contractor will also be responsible for the operation and maintenance of the plant for a period of 15 years after commissioning. The bid security or Earnest Money Deposit (EMD) for the project has been set at INR 1 crore, and a non-refundable tender fee of INR 10,000 is required. Bidders must demonstrate a minimum average annual turnover of INR 20 crore during the last three financial years and have liquid assets or access to a cash flow of at least INR 10 crore. The tender follows a single-stage, two-envelope bidding process with final selection through an electronic reverse auction. A site visit for interested bidders is scheduled for March 23, 2026, followed by a pre-bid meeting on March 24, 2026. Technical bids will be opened on April 17, 2026, at 3:00 PM. Bidders must submit original notarized Power of Attorney and physical EMD instrument to the HPPCL office in Shimla. Technical eligibility requires prior experience in developing ground-mounted solar projects and battery energy storage systems, with specified experience thresholds ranging from 0.6 MW to 1.8 MW.
