Parsons Corporation secured a $389 million design-build contract to serve as the lead designer for the Virginia Department of Transportation’s (VDOT) I-64 Hampton Roads Express Lanes (HREL) Norfolk Segment 1B project in Virginia. The project, led by Lane Construction Corporation, involves converting three existing general-purpose lanes and shoulders in each direction into one part-time, high-occupancy express shoulder lane and three general-purpose lanes between I-264 and Tidewater Drive. Once completed, the HREL Norfolk Segment 1B will integrate into a 45-mile continuous Express Lane network spanning Newport News, Hampton, Norfolk, and Chesapeake, designed to reduce congestion and improve travel reliability. Major construction elements include bridge replacements, roadway widening, noise barriers, and advanced traffic management systems, with Parsons responsible for comprehensive design services to minimize traffic disruptions and long-term maintenance requirements.
