TikTok committed €1 billion ($1.16 billion) to build a second data center in Finland, located in the Kiveriö district of Lahti, approximately 100 km northeast of Helsinki. The facility will launch with an initial capacity of 50 MW and scale to 128 MW, reinforcing TikTok’s European data sovereignty strategy under Project Clover. The investment follows a €1 billion data center project announced in Kouvola in 2025, expanding TikTok’s Nordic footprint amid regulatory pressure in Europe. NCC Group was engaged to independently oversee data controls and monitor data flows as part of TikTok’s €12 billion ($14 billion) European data enclave initiative. Finland’s cool climate, renewable energy access, and supportive policy environment were cited as key factors in the site selection.
